Even though every Torah in Likutey Moharan is universal and connects to every topic in the Torah, still it worked out that Reb Noson wrote “specific” discourses on any given Torah. Seeing that everything in Rebbe Nachman and Reb Noson is pure Divine Providence it would go to say that the specific discourses that Reb Noson “chose” to wrote based on any lesson are “not” by chance.
In other words, the discourses he makes are specifically tailor-made for the person “discovering” the pertaining lesson in Likutey Moharan.
What this means practically, is that you don’t necessarily have to learn the specific discourses in Likutey Halakhos on the coresponding lesson “in the order” that they appear in Likutey Halakhos (e.g. first in Orach Chaim, then in Yoreh Deah etc. as they appear in the standard indexes of corresponding Likutey Moharan-Halakhot lessons), rather – YOU should choose the specific discourse relating to you right now based on the key title of the specific discourses on that lesson.If I went a bit deep than please contact me for more detials: Chana Siegel

I had assumed they were completely different works, but from the questions asked above, it sounds like you are saying that Likutei Moharan is a distillation of Likutei Halachot according to specific subjects.
